Send email with scanning instructions right after adding someone as scanner #186
Description
When sponsors add a new person who can use the scanner app, send the instructions right away. Do not make this an extra click for every person.
sponsor_scanning() only adds the person, the sponsor manager later needs to go into the portal and send the instructions. This is overhead, and it is confusing for new sponsor managers.
