Create new GitHub issues in the Conference Project (if configured) for sponsor actions

Conference system can be configured to handle/create tickets for certain sponsor actions.

Examples:

• When a sponsor claims an interview, create a ticket with all necessary checkboxes
• When a sponsor claims t-shirt, create a ticket to track the logo
