Improve "transfer registration" workflow

When a registration is transferred from one person to another, the process is "start your registration, but don't complete it".

This can be easier: Add an option "Transfer a ticket to me" which allows someone to also enter the invoice number and name of the other person, and the registration process stops at the correct step:

• New attendee initiates the process
• Enters registration details, and invoice number
• Registration stops there
• Organizers approve this (like today)
• Invoice is sent (like today)

Based on the invoice number and name of the other attendee, the transfer process already knows which registration to transfer.

For the organizers left to confirm that both people are allowed to swap registrations (same company and such).

If this process requires the invoice number if the previous registration, it will fail for any registration that doesn't require an invoice such as one made with a voucher.

If it doesn't require it then it becomes a tool that someone could use to enumerate who is registered for the conference, which is something we've really tried to avoid before. And even if it does use the invoice number, using a sequentially generated easily guessable number is not far from no security anyway.

I do agree an automated process would be a good thing, but I think it reasonable has to be driven from the person with the current registration rather than the other way around. Question then is just should it be the person who is registered or the person who paid for the registration. (and of course how the process should actually work)

The main idea here is to stop the registration process at the right time. This streamlines the transfer process.

The invoice is one way to validate it, sure. Not necessary though.

As for whoever pays: this can be an option: "I pay for the transfer" or "The other account pays for the transfer" or "Enter payment details and generate the invoice". Whereas option 1 and 2 are just shortcuts for "copy the existing invoice details into the invoice for the transfer".
