partition_data_proc advisory_xact_lock handling

Hi Keith,
the advisory_xact_lock is released at the first commit.
Shouldn't this be a session level lock?

Is it ensured, that run_maintenance and partition_data_proc don't run in parallel?

Good catch. I'd done this in run_maintenance_proc(), but missed it here.
