[NFR]: Add pie support as it replaces deprecated pecl

Is your feature request related to a problem? Please describe.
pecl is deprecated now and pie is the replacement. But
pie install phalcon/cphalcon
Could not install package: phalcon/cphalcon Package phalcon/cphalcon was not of type php-ext or php-ext-zend (requested phalcon/cphalcon)

Describe the solution you'd like
pie install phalcon/cphalcon should be able to install phalcon as it installs i.e. xdebug.
