get error when run phalcon in work dir

This tells you that you have an outdated value of a PTOOLSPATH variable. You have to update PTOOLSPATH variable as follows:

set PTOOLSPATH=Z:\OpenServer\domains\server\trunk\vendor\phalcon\devtools

or something like that.
