Add Windows support

Add Windows support. Includes downloading scripts from www.php.net, and windows.php.net as of 5_3.

A few tasks that come to mind for this bug:

• Using 'which' to find commands
• Add option to simply download/use pre-compiled from php.net
• Add option to build from php sources
• Use PATH_SEPARATOR in a few places
