Add CMake style checker

While modifying CMakeLists or other CMake files it's very easy to deviate from the existing style used in this project. Formalize the style for CMake files and check for compliance in CI.

E.g. https://pypi.org/project/cmake-format/.

Possibly integrate this into mega-linter.
