Add prompt to sign up for news across the site

@jenlgray has requested that the prominence of and occurrence of calls for users to sign up for the newsletter be increased.

First step: need to determine where on the site that this could happen. (Initially thinking there could be a section within the homepage [not just the footer], as well as on the product page).
