Define the Developer Seat

• Task is to define the developer seat role on the steering committee
• Start by adding thoughts to the shared google doc
• Later we will summarise this on the website

"2 representatives involved in code and libraries development projects" (Section 3.3 of Charter)

Also, as the other seats (community manager and documentation) have two roles, consider if we want to recruit a second for this one
