Disable migrations

When you supply None as a value for an app, Django will consider the app as an app without migrations regardless of an existing migrations submodule

Hmm, interesting. So something like this:

APP_CONFIG = AppConfig(
    app_name="my_app",
    migrations_folder_path=None,
)

At the moment it looks like it always needs the migration folder - so we would have to add support for None.

I have a case where I would want it, that I described in discussion: #1251
So I would like it to be an official part of the lib, rather than some bug that could be potentially patched in the future and break code.
