GCP UI change for VPC Network Peering

1. From [https://console.cloud.google.com](https://console.cloud.google.com/), click **Networking**, then **VPC networks**.

The GCP ui seems to have changed here. There is no longer a Create Peering Connection option on the Networking > VPC networks page. Instead, need to select Networking > VPC network peering, then click Create connection.
