A sample of the problem can be seen on the test drive installation, on the submission list it's displaying 0 open discussions:

While inside the submission page, it's showing

Steps to Reproduce

1. Create a discussion in the submission with a random user
2. Login with a journal manager account
3. Compare the number of discussions on the submission list and the submission page

Expected Result

Show the same number of discussions

Actual Result

The submission list just displays discussions where the current user is a participant

It happens because on the internal page, there's an extra check to understand if the user can view all discussions.
