Enabling Clockss and Lockss does not add license in About the Journal page

Describe the bug
In OJS 3.2, users are under the impression that a Lockss/Clockss license should appear on About the Journal page when these checkboxes are enabled.

However, there is no change to the frontend About Journal page after these are enabled.

To Reproduce
Steps to reproduce the behavior:

1. Go to Distributions > Archiving
2. Click on the checkbox for Lockss and Clockss
3. Save
4. Return to the About Journal page
5. No additional information is shown
