Allow Reviewers to download all files

Describe the problem you would like to solve
A hosted journal would like to allow reviewers to download all files rather than having to download the files individually. Currently, Step 3 of the review request does not allow for this.

Describe the solution you'd like
Have option to Download all files available to Editors in the Submission tab.

This came up in the DIG from an editor - would suggest this be extended to all uploaded file panels regardless of stage/role :)
