One-Click Reviewer Accept and Decline

JM would like to make the system /peer review process more efficient for reviewers and other editors.

We have received this feedback quite a few times, and I also see this feature has been requested in the PKP forum.

Describe the solution you'd like
A one-click reviewer accepts and declines within the reviewer emails. They do have one-click access for reviewers, but a lot of the time reviewers don't bother to go to the submission URL to accept or decline the request. If they could accept or decline straight from the review request email we believe this would be very helpful.

This would also be a good candidate for making use of special markup in Gmail/Outlook to accept/decline. See #7044.
