[OJS] Make obtaining Journal Style Sheet easier

Our theme developers need a quick/easy way to grab the CSS file for the website settings page. A download link for the "Journal style sheet" located on /management/settings/website > Appearance > Advanced

On the website settings page, if the name of the file was set with a download link for the "Journal style sheet" located in the public files directory, this would make it easier than digging through the page source to find the CSS file (especially since this file can be named 'anything' ...

+1 for this issue. As someone who works with multiple journal teams, I would appreciate having the ability to download the CSS file as a journal administrator to see what the CSS is doing and make modifications. Often times another member of the journal team uploaded the CSS, so as the admin I don't have access to it at all. If something looks off, or if another style change is needed, I can't replace the stylesheet as I would risk losing elements of the original file.

In OJS 3.1 and older you could click on the stylesheet link in Website Settings to view it. Why was this removed? Would it be easy to add back?

+1 for journal editors preparing to upgrade to a new version of OJS. Easy access to the stylesheet will support testing using the PKP live demo running the latest version OJS.

+1 from PKP|PS - I've been doing CSS tweaks for clients and this complicates things when they want to make new additions on top of my tweaks, or if they just want to easily access their new CSS.
