Filter Reviewers by Additional Roles in Journal

Describe the problem you would like to solve
Hosted client with the multi-lingual journal (and editorial board) would like the ability to search by an editorial board member.

They would like the ability to search by the role of the editorial board member.

Describe the solution you'd like
Filter out the reviewer search so we only see editorial board members. And then further filter by language, so we can access English ed board, Spanish ed board, and Portuguese ed board and select them to review MSs.

@pmangahis, there's currently no facility within OJS for listing editorial board members other than e.g. creating a static page with that content. Has the journal e.g. created a role for editorial board members?

There is some discussion of adding tools for maintaining a list of board members etc. as part of the Integrity Initiative: #6042

...however, this is in early days, and will start with some conversation with ORCID about whether they have some related tools on their roadmap.

I think they want to be filter reviewers who also have a Journal Editor or Section Editor role when they're assigning reviewers.

Ah, so this is the "Assigned To Editor" filter on the submission list, which currently also includes reviewers? That is flagged here: #7572 (comment)

As for working languages, there is a suggestion related to that here: #6221

I think this would actually be covered by some work @NateWr has been considering around submission list filters, partially (but not completely) described at #4396. @NateWr, IIRC you had a proof-of-concept demo of it; is it filed somewhere?

As far as I understand the request, this relates to the reviewer assignment UI, not the submission lists. The request is to be able to find and assign a reviewer who has an editorial role in the journal. So not a typical anonymous review setup. Some or all of the reviewers would be editors in the journal.

This may be feasible already with the REST API. However, I've never heard of this request before so I wouldn't want to add it into the core application until I saw wider interest in this use case.

I'm trying to think how easy/difficult this would be to do from a plugin... It looks like the SelectReviewerListPanel.vue accepts an array of filters, so it may be possible to implement this with a small plugin. If PS wants to have on of their devs explore this approach, let me know and I can send some details about how it might be accomplished.
