Describe the problem you would like to solve
Currently, articles assigned to the TOC do not actually follow any logic. Based on some troubleshooting I've found if articles are added using the QuickSubmit plugin that it orders them with the most recent article in each section on top. However, assigning from the traditional workflow results in articles being randomly slotted in the section.

Describe the solution you'd like
Display more information on the backend TOC other than the article title that would allow Editors to organize the articles easier. If a journal is adding multiple articles at a time it is not the easiest to re-order the article as currently the TOC only displays the article title. Ideally, they would like to option to determine an order (most recent on top, or first published on top).

Based on testing with OJS 3.3 and consultation with dev and systems, it seems that the order for articles assigned to TOC is random until manually arranged.

A hosted journal has also noted that after they assign DOIs to paper uploaded via QuickSubmit the order of the papers become random.
