[OMP] Unable to set theme site wide for a single Press installation

Describe the bug
When using OMP to host a single Press, it is not possible to set the Default Theme for site wide. It results in a redirection to login form missing all styles when logging out from Administration page. Also, there is no option to set the Default theme to fix it.

To Reproduce
Steps to reproduce the behavior:

1. Go to 'Admininstraion > Hosted Press' (it requires to have an OMP with a single Press only)
2. Click on 'Log out' at upper left corner
   3.See error

Hi @israelcefrin, I'm having difficulty reproducing this one - does this happen in a case where somehow there was no theme selected first? I think it's expected that the site-wide theme option would not be available with a single press/journal (I see the same behaviour in OJS), since there is no site-wide index page - then you would have to go to the individual press/journal theme settings instead.

Ensuring that there is always a fallback to the default theme may resolve this as well (e.g. similar to the solution for #9794).
