Native XML consumes too much memory

Describe the bug
According to a user report, the export of an issue took too much memory.

On OJS 3.3 an option to not embed the files as base64 was added, but the following contents are still being embedded:

• Issue galleys
• Issue covers
• Publication covers

This could potentially be the source of the memory issue.

We're seeing this on at least 5 of our journals during attempted Native XML exports of individual issues, resulting in 502 server errors. Happy to provide more info if helpful.
