implement protocol indepdendent IRI/URI support in rama-net

It will replace http::uri with as goals to:

• allow non-std behaviour (e.g. support niche cases from wild, even if not spec compliant)
• support non-http protocols
• integrate better with other rama-net types

Once we have this we can also support https://datatracker.ietf.org/doc/html/rfc8089 with as only use case the rama-cli client for now. Not all too important, but a nice stepping stone in becoming multi-protocol. If it counts.
