Plandex should support the XDG Base Directory Spec where possible.

Basically, if $XDG_CONFIG_HOME is set, then the directory used for the JSON and other files should be $XDG_CONFIG_HOM/plandex/.

This is not, currently, a big deal. Just getting it out there.
