Change form element box-shadow to use outset borders, instead of inset

Describe the bug

On containers that have vertical scroll like multi-select and text areas, the focus and hover border gets partially obscured by the scroll bar.

To Reproduce

Steps to reproduce the behavior:

1. Go to https://deploy-preview-376--pinecone.netlify.app/components/detail/selects--default-multiple.html
2. Hover or focus one of the fields.

Expected behavior

The hover and focus borders should be completely visible.
