chore: gitignore local working-dir docs (CLAUDE.md, validation status)

Keep CLAUDE.md and PCD-Terraform-Provider-Validation-Status.md as local,
untracked working-directory docs — never committed. This only adds the ignore
rules; the files themselves live in the working directory on the developer's
machine.
