Update clang-tidy support to v17.0.1 (or later)

Feature Request.
As per subject, update PlatformIO to use clang-tidy v17.0.1 or whatever newer version will be available when this ticket will be looked into

PlatformIO Version (platformio --version): PlatformIO Core, version 6.1.15

Description of problem

PlatformIO is currently using clang-tidy v15.0.5
