Drag and drop feature stops you from moving items in the content tab

Describe the bug
The Issue is related to #5625 and #7673
When I want to rearange the order of the contents the drag and drop surface pops up and I cant move items.

To Reproduce
Steps to reproduce the behavior:

1. Go to the contents tab.
2. Click on the 6 dots to move an item in the content.
3. Try to change the order of the items in the content tab.
4. You can't change the order since you get put in the drag and drop surface.

Expected behavior
I expected to be able to change the order of the items by dragging an item.

• Plone Version : 6.1.3
