Allow to configure the time of day when the checks run #80
Description
In other words allow the check to be scheduled for low traffic hours.
Proposed by @chesio in https://github.com/pluginkollektiv/checksum-verifier/issues/9. As AntiVirus has an UI already, we can easily offer a configuration option (instead of a filter as discussed in the linked issue).
