It seems like if you download an SRT transcript, it uses points for it's ms notation. But it should be using comma's.
Technically the spec allows for both i think, but comma seems to be preferred (to the point where even popular subtitle editors like Aegisubs only accepts comma's.

Maybe this got changed because of #81
VTT might be like that but SRT should have comma's as far as i understand
