Sync Tags back to VAN

Tags provide valuable data collection in Spoke. It should be possible to sync tags back to VAN along with Survey Questions.

Support syncing Tags to VAN using a similar model as for Question Responses.

Tag applications are already supported in the Export for VAN feature.

The sync configuration for Tags is trickier than for Question Responses as Tags are organization-wide while Question Responses are campaign-specific.

The two options seem to be:

1. Continue in the per-campaign config style of Question Responses.
   • Pros:
     • Offers more granular control of sync configurations (ex. medium sized organizations often overload a single Spoke organization in a way that makes billing and data management much more difficult)
     • Means a single configuration method in a single place (much less confusing for users)
   • Cons:
     • This means some duplicated work across campaigns reconfiguring the same Tag mappings
2. Manage sync configuration per-integration from the Tags page
   • Pros:
     • Tag sync only needs to be configured once per integration
   • Cons:
     • Sync configuration must be managed from multiple places

It feels like option 1 might be ideal in terms of avoiding confusion, but how does it compare to option 2 in terms of work?

@politics-rewired/organizing I believe it's the same amount of work either way.

A third option (which is more work) is setting integration-level defaults that can be overridden per-campaign (with warning messages to be careful doing this).
