Replace knex.js with pg

[`get-cookies-via-db.js`](https://github.com/politics-rewired/spoke-rewired-stress/blob/main/targets/spoke-rewired/utils/get-cookies-via-db.js) uses `knex` for database interaction. This should be updated to a) connect to PostgreSQL backend and b) standardize on `pg` library over `knex`.
