Adds automatic per-asset rate-limiting to Snowbridge. Velocity caps on the Ethereum Gateway and the AssetHub frontend track net flow per asset over a rolling window; an asset that exceeds its cap is temporarily locked, and the lockdown auto-lifts after the window. Cap-tripped messages are deferred rather than consumed, so user funds aren't stranded. Cap values are set per asset by community governance vote.
