Post release tasks

• Add Alpine 3.20 x86 support to ponyup
• Add Alpine 3.21 x86 support to ponyup
• Add Ubuntu 24.04 arm64 support to ponyup
• Add Alpine 3.21 arm64 support to ponyup
• Update arm64 windows corral jobs to use release instead of latest
• Update arm64 shared docker builders to use release not latest. Currently the dockerfile default is hardcoded to alpine-arm64 which is "latest for arm64". the release build and push in the build and push is commented out.
• Update corral arm64 linux PR, nightly, and release workflows to use release builder rather than latest.
