I think it should report 1.0.13. Is it expected behavior?

Yes, because the version in Cargo.toml is used for that, and that isn't updated regularly.
Using the git tag for displaying the version wouldn't work with distro builds.

You can get it from your package manager. For Pop!_OS and Ubuntu, apt-cache policy cosmic-comp. Pop!_OS's build system also adds the timestamp of the build and the git commit it was built from to the version string.

The git commit of the package is more important than the DE version.
