Flickering/shuddering of dock when at bottom/start and 0 or 1 items to display

The dock displays incorrectly - flashing and shaking - when there are either 0 or 1 items in it. This also affects the title of the top bar and desktop icons.

To reproduce:

• in Settings > Desktop > Dock
  • ensure "Enable Dock" is on
  • turn off all "Dock Options"
  • ensure "Dock Visibility" is "Always visible"
  • ensure "Position on the Desktop" is "Bottom of the screen"
  • set "Dock and Icon Alignment on the Screen" to "Start"
• then unpin all favourites from the dock and close all windows (except maybe 1).

Verified on a clean install/boot USB so not caused by any extensions/custom settings I have.

Besides the flashing and shaking behavior you have described, are you seeing anything like this issue #182? I think they may be related.

I have previously had the very slow to add/remove icons from the dock but that seems to have cleared itself up recently and was always intermittent.
