Active Window Hint Incorrectly Remains When On Second Monitor

The active window outline remains on a window when it's moved to another monitor, but renders correctly when both are on the same monitor.

Demonstrated in the attached screenshot across 2 monitors. Witness verily that the active frame is the top one, as indicated by the menu text highlighting, but both have the active window highlight outline. Then in the second screenshot, the same windows are on the same monitor and draw as expected.

Reproduction

1. Open an application window (eg. COSMIC Files; Firefox)
2. Open a second window for that application
3. Note how only one window has active outline hint.
4. Move one window to another monitor
5. Click on the other window for focus
6. Note how both windows have the active outline.
7. Contemplate the nature of duality.

Expected behavior
The active window hint should only be rendered on the actually active window.
