Keyboard shortcuts do not work with non-Latin keyboard layouts

Keyboard shortcuts (e.g., Ctrl+A, Ctrl+C, Ctrl+V, etc.) do not work when a non-Latin keyboard layout (like Russian) is active.

To Reproduce

1. Open cosmic-edit (or any other affected application).
2. Switch your system keyboard layout to Russian (or another non-Latin layout).
3. Try to use a keyboard shortcut, such as Ctrl+Ф (Select All) or Ctrl+С (Copy).
4. See that the shortcut is ignored.

Expected behavior
Keyboard shortcuts are expected to trigger successfully regardless of the layout selected
