Possible home permissions issues? Comsic Files failing to do certain tasks with OS error 13

Describe the bug
Recently encountering issues with permissions in the home directory. Failing to extract into the Home directly, or failing to copy to other locations. E.g. I download a zip file from Bandcamp, and I use the Extract context option to extract it into the Download location, this results in an error. But if I use Gnome Files, the zip is extracted without issue.

COSMIC files, or the extraction process called from COSMIC Files will create the destination files, but these will be unusable.

In COSMIC Files, the exported items look okay. Other than cover.png would have a thumbnail. But the files cannot be played/opened.

Extracting by Gnome Files, the files are playable.

ls -lh of the directory created by COSMIC Files

Same command for the directory with the files extracted from Gnome files.

I do not know why the permissions are suddenly screwed. I have changed anything. What I suspect is my user account is somehow not working. I log in fine. I shutdown the PC at the end of the day, yet last does not show my session at all now.

Expected behavior
COSMIC Files should work with correct permssions
