Visual distortion/flickering when selecting "Bottom Panel"

Selecting the "Bottom Panel" option in the Layout Configuration screen causes severe visual distortion and flickering icons. The UI becomes unusable.

Steps to Reproduce

1. Open cosmic-initial-setup.
2. Go to Layout Configuration.
3. Select "Bottom Panel".
4. Observe the graphical glitches.

System Information

• Model: Lenovo ThinkPad X13 Gen 1
• OS: Arch Linux
• Desktop: COSMIC (latest git)

Context
The "Top Panel & Bottom Dock" layout works fine. The issue only happens when switching to the panel layout.
