The configuration file does not live in ~/.config/cosmic

All other cosmic related config files live in ~/.config/cosmic/ except the one indicating a completed initial setup, it lives under ~/.config/cosmic-initial-setup-done. To not clutter the ~/.config directory i think this should live somewhere under  ~/.config/cosmic/
