Issue/Description:
Certain COSMIC Settings related to the panel/dock layout are ignored when a window is maximized. Settings like the ``Gap between the panel/dock and screen edges& the option toExtend the panel/dock to the screen edges`, stop being respected as soon as a window enters the maximized state.

Steps to Reproduce:
- Configure a visible gap between the panel/dock and the screen edges
- Disable the “extend panel/dock to screen edges” option
- Open any application window
- Maximize the window
Expected Behavior:
The panel/dock should continue to respect the configured gap and edge-extension settings even when a window is maximized.
Other Notes:
This might be the intended behavior to make these settings apply only when windows are tiled or floating un-maximized. However, not all users want this. Some users prefer the panel/dock to remain non-extended when a window is maximized, or to keep a visible gap between the window and the panel/dock when the screen-edge gap setting is enabled.
I currently use tiling most of the time specifically to preserve this UI behavior.
