MCP/CLI-only projects are missing links to their API indexes

Projects that contain only MCP documentation (and likely projects that contain only CLI documentation as well) are rendered without links to the corresponding MCP or CLI API index.

Currently, links to the MCP and CLI documentation are exposed from a Python reference page. For projects without Python reference documentation, that page does not exist, so there is no path to the MCP or CLI API index.
