CGMES: convert static var compensators with incomplete data

• What is the current behavior?
  Static var compensators missing voltage setpoint or control mode are not mapped to the IIDM model.
  These attributes are required, as defined by the standard (CGMES 2.4).
  They are defined in the EQ profile, but are in fact related to steady state hypothesis.
  In addition to control mode, the SVC may have an associated regulating control.

• What is the expected behavior?
  Map the equipment to IIDM, with control mode invalid if possible. The validation level of the network will not allow run analysis until the users sets the required information.

• What is the motivation / use case for changing the behavior?
  Requested by CIMspy integration.
