Describe the current behavior

When a switch has no type in the CGMES SwitchConversion its SwitchKind is set as BREAKER by default.

Describe the expected behavior

When a switch has no type in the CGMES SwitchConversion its SwitchKind is set as DISCONNECTOR by default.

Describe the motivation

During a CGMES conversion, if we have no data about the switch type, its determined SwitchKind should be more conservative, a disconnector does not provide protection and only isolates the circuit.
