don't invalidate busbreakerview cache when a retained switch is toggle

Can we do the same as powsybl/powsybl-core#2439 ?

Describe the expected behavior

cache invalidated for no good reason, retained switch are not traversed during busbreakerview computation so opening or closing them doesn't change the busbreakerview

Describe the motivation

avoid recomputation, performance
