Describe the current behavior

A malicious rule in the css of a svg can alter the rest of the page
if multiple nads are displayed, and share some rule names (but not rule values, eg different colors for the class nad-vl300to500-0), the last nad wins and affects all nads.
A dynamic rule in the css of one nad affects depending on the zoom level of this nad also affect other nads that are not zoomed in

should use the shadow dom ?

I think the problem in the first place is to insert inside a HTML page a SVG which contains CSS. We should rather stick CSS rules to the HTML header part and have a SVG with no style tag.
