Convert pypowsybl network to pandapower

Describe the current behavior

Currently we have a way of converting the pandapower network to pypowsybl network but we fo not have the way to convert the pypowsybl network to pandapower

Describe the expected behavior

To enhance the consistency and add a new feature which is very intuitive we propose to convert pypowysybl network into pandapower.

Describe the motivation

This will ensure that the network can be bidirectionally exchanged between two strong formats.
