Allowing to modify separately the different java loggers

Describe the current behavior

All logs are captured by the python "powsybl" logger, it is not possible to set logging for specific java logger to a level (ie. set OLF logger to ERROR and OpenRao to INFO)

Describe the expected behavior

We should be able to set the respective java loggers to various levels (dynamically at runtime and not only at compilation)
