[ReportNode] Add meta data to load other powsybl reports (ResourceBundle)

Other powsybl repositories than powsybl-core will have their ResourceBundle created for ReportNode internationalization purpose.

When done, to be able to load them in pypowsybl (to have successful reports), we need to declare the reports for each module resource config.

The following repositories are concerned:

• open loadflow: when issue olf#1206 is done
• dynawo: when issue dynawo#440 is done
• entsoe: when issue entsoe#182 is done

When the issue for one repo is done, pypowsybl should adapt to be able to load its reports.
