Create notifications for all new users

When a new user is created, create default notifications to explain each section of the web console.

1. Notification on ehrs section with info about creating an EHR to be able to commit data, and a link to the commit guide https://cloudehrserver.com/learn/data_commit.

2. Section organization: can create and manage many organizations, recommended to have the current one as the main account and testing, and create one org per client or app, to separate EHRs between clients.

3. Templates: info about what templates are and how are they used, link to modeling guide and video.

Each notification should be created for all the languages, so when the user logs in, it will be displayed on the current language.

Need to have predefined I18N HTML layouts that are automatically inserted in the Notification text, for each lang.
